I think they leave their heads fluffy so they don't think they look dumb. Just a theory.
It is like a miniature poodle I had, Cherie, we had to have her get a kennel clip, otherwise she would hide for a week in shame. True story.

It's definately an alpaca. You can tell the difference between them easily by their ears. Llama's have "banana" shaped ears and alpacas have straight ears. Alpacas are super adorable and look ridiculous just after a haircut. :)

Alpacas I've known in southern CA would also keep a little strip of unshorn fleece along their spines to protect from sunburn. While I never got to see them, I imagined them looking as though they had little mohawks on their backs.
